C | 一场贯穿“十四五”的系统性实践，在杭州的山川田野间铺开。拼起碎田，重塑耕地基底原先，杭州的耕地“家底”并不宽裕。“七山一水二分田”的地理格局，增加了耕地集中连片的难度。临安是一个典型样本。这里“九山半水半分田”，全区15.05万亩永久基本农田曾被分成1.1万余片，平均每片不足14亩。一块块“补丁田”散落在山坳谷地，土地的潜力被困在碎片里。碎片之困，表现在田块，也牵动着村与村、镇与镇之间的空间关系。2024年，临安昌化镇九龙村等5村—龙岗镇兴龙村项目跨越镇域边界，覆盖昌化、龙岗两个镇的6个行政村，实施范围5074亩，规划建设集中连片高标准耕地3720亩，其中恢复耕地功能480余亩。“田块分属不同村庄，沟渠、道路和水系却彼此相连。”昌化镇党委委员汤明伟介绍，该项目实行跨村联动、一体推进，清退闲置田埂，归并零散地块，平整低效用地，同时修缮灌排设施、升级田间道路、加固挡墙、修筑堤防、改造泵房。土地渐渐有了舒展的轮廓，农田基础设施也连成一张网。“家门口”的变化，种植户周青松感受真切。改造后的稻田多为规整的大田块，每块田都留有下田坡，机械上下更加顺畅。“过去，单台收割机每天大约收割30亩，现在作业量可以达到40亩。每亩种植成本还能省下70元左右。”周青松说，自己种得多，这笔账算下来很可观，“心里也更有底了！”田块连片，为规模经营创造了条件。项目区近千亩优质农田实现集中流转，由种粮大户、农业专业合作社统一经营，亩均产能提升约100公斤，单季水稻亩产可达600公斤以上。
D | 田野里的增量，也落在农户和村集体的账本上：农户每亩每年可获得1000元土地流转费，100余人在家门口实现就业，相关村集体增收8万余元。耕地“家底”全面提质，还需制度协同。杭州持续深化“多田套合”改革，推动永久基本农田、高标准农田、粮食生产功能区在空间布局、建设任务和生产功能上衔接融合。全市“多田套合”率由72.77%提高至91.3%，临安区已提高至95%以上，耕地保护、建设与利用逐渐形成合力。激活大田，重构生产方式土地舒展开来，农业生产也有了新的展开方式。视线转向建德大同镇，一条由连片整治通向农文旅融合的路径逐渐清晰。2024年，大同镇盘山村等5村“千亩方”项目整治后形成连片耕地约1806亩，其中盘山村约940亩。当地同步开展“非粮化”整治600余亩，通过地块归并、土地平整和水田垦造，将原本散落的农田整理成连片产业空间。
E | 整田的成效，要靠产业来承接。大同镇在项目实施范围内发展稻鸭综合种养200亩，让鸭子在稻田中除草、捕虫，其粪肥还能滋养水稻，实现“一水两用、一田双收”，土地亩均增收2500元。
F | 农创客饶成芳的合作社托管了1000余亩稻田，探索生态种养和轮作模式。对他而言，连片田野打开了新的经营空间：“以前种水稻只管产量，现在我们种的是风景，更是发展的信心。

H | 依托整治带来的基础设施改善，大同镇对相邻的西乡茶园核心区进行路网和景观提升，引入多家茶企，带动社会资本投入超4000万元。采茶旺季，茶企累计吸纳村民参与采摘、炒茶、制茶等工作超1.2万人次，带动劳务增收近1000万元。产业链条逐渐拉长，村庄之间也开始协同经营。“稻香茶韵”片区入选2026年全省首批重点片区，包含溪口、郎家、盘山、富塘等8个村，组团谋划产业、整合资源、拓展市场。各村深耕自身禀赋，又在稻香相连中走向美美与共。
I | 郎家村党总支书记郎学渊曾做过水稻育秧技术员。如今，他牵头带动3个村、20余个种植大户发展优质稻米产业，农户户均增收1.3万元。“以前只想着怎么把米卖得更好，现在要考虑怎么让整个片区的农户都受益。盘山村则沿着“以种为本、景在田中”的思路，推进西乡茶园3A级景区创建。春天，油菜花与翠绿茶园相互映衬；盛夏，水稻新绿沿着茶山铺展；待到秋收，金黄稻浪又与万亩茶园交织成景。星空茶园、溯溪、无动力乐园等业态陆续进入，稻田研学、茶文化体验和茶山民宿也已在谋划之中。守护良田，释放多元价值“百千万”工程带来的不只是重新被看见的土地价值，还有重新被点燃的乡村信心。
J | 西湖区长安沙岛，油菜、小麦收获后接续种植水稻，“油稻轮作”“稻麦轮作”让土地四季不闲。临安光明村将生态理念嵌入农田整治，建设杭州市首个设施稻渔生态综合种养基地，连片良田成为多种生物的栖息空间。余杭永安村通过土地集中流转，引入种粮大户和专业经营力量，探索土地流转、基地务工与集体经营相衔接的利益联结机制。萧山钱江世纪城，连片麦田、飞驰高铁与城市天际线同框，“麦田CBD”成为市民感知耕地保护的一扇窗口。“十四五”期间，杭州累计完成“百千万”工程项目245个，建成万亩方6个、千亩方109个，形成集中连片耕地31万余亩。不同的探索，共同写下“绿水青山就是金山银山”理念的田野注脚。田连成片，管护也要跟上。杭州将“耕地智保”数字化场景嵌入日常巡查：卫星遥感从空中识别变化，高位探头实时监测，村级田长通过手机接收预警、赶到田间核查并拍照反馈。“天上看、实时看、地上查”，为每块耕地建立起动态账本，也让集中连片整治成果得到持续守护。“土地连片之后，如何管好、用好、经营好，仍是一篇需要持续书写的文章。”市土地房屋征收中心（市国土整治中心）负责人表示，未来“百千万”工程将继续深化耕地数量、质量、产能“三位一体”保护机制，统筹耕地功能恢复与农文旅开发，以“百千万”工程为犁，深耕“共富田”，让良田沃土成为乡村振兴的坚实底盘。从“巴掌田”到“万亩方”，杭州用六年时间重新丈量耕地的尺度，留下更多可感可及的“希望的田野”。
